I personally don't believe there is such a thing as the Strongest Ninja. It has been shown multiple times throughout the manga that no matter how strong the ninja may be there is another ninja out there that has the exact skill set required to bring him down. Kisame was able to absorb chakra without limit but was defeated by mere taijutsu. Now before everyone goes arguing the little details of that example it was just an example. My point being that just as itachi stated every jutsu has a weakness and every ninja has someone out there that is able to get the advantage on them in one way or another, its really all about the luck of who you have to fight against.

Couldn't agree with you more, you always get the few mindless drones that try to measure shinobi who sometimes aren't even from the same time period together. every shinobi has his strengths/weaknesses, they're what makes them who they are.
