Kishi said 3rd hokage= Minato. But Minato showed the best analyzing skills we've seen in Naruto, able to tell a jutsu's strenghts and weakness by seeing it once (tobi's S/P,Kakashi's chidori,made rasengan after seeing tbb), was feared by many, flee on sight orders were given to enemy ninjas when they see Minato. Minato is said to never made a wasted move and a genius that comes once in a life time (Jiraiya stated). Also the fact that the 3rd Hokage had to give Naruto Kushina's last name instead of Minato's so none of Minato's enemies would go after him (stated by kushina), no other ninja in the series had to change their kid's name to protect them after they died so that's saying alot.

Kakashi was promoted because all of the Kage's respected him as a ninja and even tried making him Hokage out of everyone in the village. Pain even said it was an honor to meet Kakashi so don't underrate him. Itachi relies on his sharingan (like all uchihas with the sharingan) for his fights. Itachi would still be strong without the Sharingan but his power will be weaken alot, no genjutsu using his eyes (most common genjutsus), no reading/seeing through opponents movements and we have not seen a powerful jutsus used without the sharingan (ranked A or S).
