Over all it would be Naruto he has beaten the hyuga prodogy neji and can fight on par with several dangerous ninja as the two most recent raikage,the second tsuchikage...sasuke,kabuto and so on

I'm pretty sure Hiruzen wasn't a teenager when he became Kage. I'ld say early to mid twenties. Especially since it was said that Minato was the youngest Hokage. As for prodigies, lets see...

But naruto and sasuke took over the lead at 16..
