Sasuke and Naruto have their fight, and Naruto proves to him that he is superior to him, and then Sasuke is on the verge of death and then hes like "I'm sorry Naruto , for all the trouble I caused you, and thank you for being a good friend",And basically he gives his eyes to.... Naruto.. and Naruto then unlocks the Rinnegan.. Hence becoming the strongest ninja to exist.. and actually becoming the "Old man" that Kurama talked about.

From what I've read, Rikudou Sennin's soul was split into two, one half is Naruto and the other half is Sasuke, and only by joining together could they awaken the Sage's persona/power but Sasuke didn't initially cooperate with Naruto and he challenged him to a fight, Sasuke loses and asks Naruto to end his life as a form of redemption for his past crimes, Naruto refuses and instead offered to die along with him by committing suicide, Sasuke refuses this for he knows without Naruto there is no hope to defeat the enemy, so he chooses to join forces with Naruto instead and reawakens the power of the sage.
