Yeah, here is what the Data Book IV says about Naruto's so-called Chakra control skill that is literally what Ninjutsu is all about - it's literally a power he received from Hogoromo:

Six Paths Sage Mode (六道仙人モード, Rikudō Sennin Mōdo), Sage Justu / Ninjutsu used by Naruto. Most of this page is too blurry to read, so I can only translate some of it.

The big header basically says it's a gift from the ancestor of shinobi that grants a supernatural mental state allowing for the complete, universal comprehension of all things.

From what I can make out of the main body of text, it says that this is a technique that allows the user to quickly grasp the nature of chakra with the skill of a well-studied, highly sensitive master. It also seems to have a bunch of philosphical stuff about the Sage of Six Paths which is hard to make out because I can only read about half of it.

Top caption says that the caster has an unconcious/automatic mastery of the Sage of Six Path's "ability to levitate" (浮遊する能力, fuyū suru nōryoku).

Second caption says, "Kicking a Truthseeker Orb! Surpassing Kurama Mode, his vast chakra lets him perform this risky stunt!"

Third caption says, "His reaction speed meets or exceeds that of Madara in his Ten Tails Jinchuriki Form. It's the height of sensory ability!"

So let me guess; Sage of the Six paths mode allows his good chakra control. Mind you, this isn't even the "Pinnacle of regular" chakra control like Sakura's. It's great mastery over it. So Naruto has ZERO skill in operating anything in this mode.

The bottom left caption says, "To acquire the power of the ten tailed beasts is the same as possessing the power of the Sage of Six Paths, so it is accompanied by the same Truthseeker Orbs.

Tailed Beasts chakra allows for TSBs.

Okay, the "Sage Art: Super Biju Rasenshuriken" section says that, after being granted the power of the Sage of Six Paths, Naruto performed this ultimate jutsu. They're "Rasenshuriken" that have been proudly infused with the "special chakra properties" (チャクラ特性, chakura tokusei) of the tailed beasts, which Naruto unleashes simultaneously through Multiple Shadow Clones. It, uh, also describes it as "the most marvelous ninjutsu of all time." (空前絶後の忍術, Kūzenzetsugo no Ninjutsu).

The caption says that it struck Kaguya's weak point, making it impossible for her to maintain her physical form. [Which is to say, it took advantage of her having the chakra of the nine tailed beasts and turned it into a weakness. -FF-Suzaku

So much for the claim that Naruto attacked Kaguya. Not to mention this feat is again allowed by this mode. It isn't his skill.

Sage Art: Magnet Release Rasengan. It basically says that inheriting the Sage of Six Path's power made it possible for Naruto to combine Shukaku's Magnet Release with the Rasengan to amplify it with magnetic power (吸引力, different kanji from bansho ten'in).

Is there anything this guy is doing that isn't a hand-out power? I am laughing my ass off here as to how utterly incompetent this guy is.

Where does Sasuke - and even Sakura - stand by comparison, when it comes to Ninjutsu / Chakra control skill?

Byakogou Sousou Saisei

For several years using the highest most precise chakra control, a fixed amount is stored in the Byakugou seal. The chakra is usually put to use to regenerate the body through the Ninjutsu technique "Sousou Saisei", the combination results in the ultimate regeneration Jutsu.

The seal was able to regenerate the body, despite Tsunade chakra quantity being less, than the enormous chakra quantity of Shodai Hokage (i'm pretty sure, but this the gist of the line, but this was especially tricky).

When Ninpo "Sousou Saisei" is used at the same time as "Byakugou no Jutsu", it becomes possible to use it (Sousou Saisei) over a long period of time. When ones life is effected by grave wounds pushed to the point where they'd normally die, ones body is instantly returned to an unwounded condition. Than it just talks about the rules of medical ninjutsu where broken with the completion of such a marvelous Ninjutsu as this.

Naruto's talent is truly unsurpassed in acquiring powers.

In any event, for the first time, amaterasu was blocked by chakra cloak, shouldn't it have burnt through? Even the juubi couldn't protect itself from amaterasu. Someone mentioned that naruto simply canceled the chakra cloak, thereby cancelling amaterasu so maybe there's that. But I still stand on my opinion of that final attack. Amaterasu should have burnt through rasengan. What happened was simply not possible. Manga logic does not allow it.

The Cloak went with Amaterasu. Naruto deflected nothing with it. Sasuke's eye was also done for, confirmed both by himself and Kurama. Amaterasu was kept separate from Chidori, and was used to create a blast, which it did. It says a lot about his skill than anything else.

Sharingan only allows you to see chakra and movements (hand seals for jutsu) it doesn't tell you how the chakra was mixed and I already explained how the mixing of the chakra is just a result of the understanding Naruto gained from RSM. Simply put Naruto used new understanding to do pull off the same thing he was doing with Fuuton and not because of thought, but because of pure instinct. The same way that he realized he could repair Kakashi's eye.

I can't call that skill. Their skirmish with Madara couldn't have had more than 10 minutes of actual combat. Kaguya's didn't have that much substance either at least for Sasuke. :|

So yeah I would say that the time Sasuke had his rinnegan can only be no more than an hour or two.

Even if I considered Naruto's bijuu RS his own skill it still pales to Sasuke's bijuu susanoo which Kurama stated was unparalleled (above Naruto)

The fact that the Sharingan allows you to copy jutsus is proof that it helps you analyze them, it can see thru ninjutsu, genjutsu, and taijutsu. So it copies you moves (hand sign), see the chakra type you're using, and the amount of chakra you use. It can see chakra colors so it can tell the element from that, Kakashi couldn't follow what FRS did because it was millions of tiny wind needles attack Kakuza on a cellular level.

Naruto can't add new elements to an S rank jutsu in instinct, it on a completely different level than he use to as it uses a higher level of chakra control; he has to actually have the skills to pull that off. The Bijuu saying they'll give Naruto the chakra for him to use is proof that it's not instinct since he's aware of their chakra and actually does stuff with said chakra. Kurama only said Sasuke was like Hagoromo in combining the Bijuu chakra into 1 while it being the opposite since Hagoromo split 1 into 9; while Naruto ninjutsu allowed him to disrupt Kaguya's form and she's stronger than Hagoromo.

So Sasuke doing that doesn't really show case his ninjutsu skills, that's more chakra control with some ninjutsu since he is using deva and Pretha paths with his PS but that's using 3 jutsus while we seen Naruto use 6 at once (same one but still 6 at once).
