look there are 6 villages but only five of them we count cause they are from big nation that are named after the five elements fire,wind,earth,water and light
and are considered as the five great nation and each of them has ahidden village as you can see here:
1.fire country =hidden village of leaf /hokage
2.water country=hidden village of mist /mizukage
3.light country =hidden village of lightning/raikege
4.earth country=hidden village of rock /tsuchikage
5.wind country =hidden village of sand /kazekage
and the there is the sixth country that you said that is called:
sound country=hidden village of sound/orochimaru

as you see the sixth one doesn't have a kage cause only the five great nation have the right to have a kage the sound village is not a great nation and doesn't have a kage cause if wa count it we should count other hidden villages such as hidden star country and... so did you ge my point?
