Naruto, Gaara, Sannin and Ame trio, Kakashi and Obito for me. Their devlopment>Sadukey devlopment.

Itachi, Nagato, Sasuke, Orochimaru, Sasori, Kakashi and Jiraiya all come to mind. In your list, Hagoromo and Hashirama are completely out of place. Hagoromo is generic and Hashirama follows a common trope. Nothing groundbreaking about them at all.

I agree with the bold(even though Orochimaru is disgusting as hell). Jiraiya is quite good, Kakashi I have my ups and downs with him ever since he got revived. Other than, your view is understandable. xx

Well, let's see. Not in any order:

Itachi, Sasuke, Kakashi, Danzo, Madara, Shisui, Sasori, Obito, Orochimaru, Jiraiya, Chiyo and Kushina.

Those are, i believe, the best characters of the show. How do i know? Well, i can look at each one of them, and say: ''yeah, he/she has substance, has depth, and has made the series interesting and overall better''. That's pretty much the simplest definition of a good character.

Their devlopment>Sadukey devlopment.

Wait, wait... did you just say Naruto had development? He's one of the only characters that pretty much stayed the same from the beginning of Part 2 to the end, definitely stopped having any kind of development after he hugged away his ''evil side'' (which refused to give autographs, how evil!) and officially took his place as the incorruptible Jesus of the series.

If you wanna say he's a good character (add an ''imo'', as well) then do so, just don't go adding that he had any character development.
