Danzo had very little control over his right arm and needed to seal it to prevent its life force from taking over his body. Each time he used Wood Release he lost a massive amount of chakra. He still proved that he could use it in battle, though, since he managed to deflect Sasuke's Susano'o arrow.

Obito, when encased with Spiral Zetsu, proved that he could use the Wood Style quite well, managing to slaughter over a dozen Kirigakure ninja with it (though we should give kamui some credit, it was mainly this that won him the fight).
