Darui because he is the only user alive of the blackthunder. But in his purest form, it's Raikage way out of league from others. because he uses the most efficiently the properties of the lightning... well in a way he is the lightning:

Sasuke. There is just no contest:

1 - Tamed Lightening itself.
2 - Chidori - he can take the damage up and down by reducing or adding fingers. Works on the principle of points of Focus as explained in the manga.
3 - Is able to wield Chidori like a blade in his hand.
4 - Is able to extend Chidori like a spear.
5 - Is able to further manipulate the spear at the tip to create spikes.
6 - Is able to surround himself with current.
7 - Is able to send it in any direction.
8 - Is able to use needles to target weak spots.
9 - Is able to use his blade with it as well.

The Third Raikage is.

Overall he is the best because he has the strongest defense (Lightning Armor) and strongest offense (Hell Stab) with the nature and he also wields Black Lightning, something we still don't know about because it hasn't been translated yet and for all we know it could be connected with black flames of Amaterasu or Hagoromo's lineage, which wouldn't be surprising considering he had descendants in the Hidden Cloud.

Sasuke by far. dude has raiton for different ranges making him the most versatile. still there in power as well as kirin was stated to be above what normal humans can produce with their own chakra and manipulation(scale wise)

Op says anything Ridoku related is not counted and Sasuke only made several variants of Chidori, all of which are weaker than the original thing. The Third is better IMO.

Kakashi is the obvious choice. Chidori, refined Chidori aka Raikiri, two Raikiri fused in a chain aka Raiden, Raikiri made in a mid and long range extendable attack aka Raijuu Tsuiga, Raikiri infused in weapons, Raiton: Shiden, Raiton Kage Bunshin.

Then comes Sasuke with Chidori, Chidori infused in weapons, Chidori Eiso, Chidori Nagashi, Chidori Senbon, Kirin.

Then the Raikages. The 3rd, with a Raiton Chakra Mode oriented on power, plus the Jigokuzuki, then the 4th, with a Raiton Chakra Mode oriented on speed.

Then Darui and then Bee.
