Best? Sasuke no competition lol. Indra's Arrow and Kirin are some of the best displays of lighting nature that we have ever seen. The other ninja don't even begin to compare to him.

I think Sasuke takes this.His chidori variants, Kirin and Indra's arrow are above anything anyone else could do.But Naruto has a universal comprehension of chakra now, so shouldn't he, theoretically at least, be number one?
