Best Kage?

I was wondering who you guys think is the best of the 6 Kage?

We haven't really seen what the other five shadows are like in their respected villages, we can only go off what we know. And IMO, the best Kage is Tobirama Senju Second Hokage of the Leaf village. Most of the techniques, infrastructure, ninja system throughout the ninja world was developed by him.

Tons of the long lived Hokages were absolute ****ups. Tsuchykage hired Akatsuki.... nuff said. The raikages were p cool in how they interacted with their village, though. I don't even know why I voted Mizukage when they're probably the very worst. Kazekages were also okay seeing that they managed to make do with a desert and the measly 1 tails, but Garaa's dad was one hell of a weirdo.

Mizulage were all awful with the exception of the legendary Mei Terumi who converted a blood-thirsty dictatorship into a progressive and less violent reign, she deserves props.

More powerful = correct

More charismatic/friendly = incorrect (Sasuke has never really been the bubbly excited in your face type. This is not to say that Sasuke is a bad guy, but I wouldn't describe him as friendly and charismatic. He is more so a hero of the shadows. One who goes unseen while protecting the world from the darkness. He is that necessary hero that doesn't seek acknowledgement. Friendly is not really the best way to describe what Sasuke is (as he is still rather distant even to his own daughter))

A better way to describe him would be dutiful and dedicated. Determined. That is a better way to describe Sasuke.

Leadership oriented: In battle, yes. In civilian life, no. He is better off behind the scenes. He is not really a public eye type of guy. Sasuke himself even said this during VOTE 2. He mentioned how he was going to rule from the shadows. Also, he did not lead every fight that he teamed up with Naruto. The fights against Rikudou Obito and Kaguya were mainly Naruto and other people doing the heavy work/planning (especially in the latter battle).

More analytical = correct

I like how Gaara handles his power and treats the people of his village. I think his ruling definitely changed Sunagakure for the better.
Unfortunately, we don't know how other Kages administrated their villages in details, so I would have to go with Hokage.

The Mizukages was the best. you have the whole bloodymist thing and the death matchs that make them the strongest Ninjas in the show. I mean just look at how Zabuza or AO turned out. that;s some good kaging.
