but with the power hashirama then minato,muu
but minato is the best as he sacrificed most

Well all Hokage damaged the village in some way apart from Minato so I think he was the best Hokage. As for Kage we dont know much about the other kages policies and ideals but the 3rd Raikage died like a boss so I would say him

Hashirama. By being the first Kage to ever exist, establishing the first Shinobi village, and stopping Madara with the nine tails from destroying Konoha.

Other kage have done great things, but Hashirama basically founded the Ninja system known today. I'm not saying he created the Ninja system, that was SO6p, but the system of today, as in one-village-per-country.
