I think this would go to Tobirama-sama (I mean, the Edo's are awesome, and he set up basically all the systems in Konoha).

I think Hiruzen was the Best.

He was loved by all his people. It seems that he is the only kage to live through 3 shinobi wars and may indeed be the longest reigning kage to ever exist. He was regarded as the strongest kage of his reign and the strongest hokage to exist.

My secondck would be gaara. This guy refused to pass out after taking a direct fatal hit, until he was sure he completely moved his gigantic barrier of sand from on top of the village.. He truely cares for him people.

Hiruzen was kage while Muu was still kage, so he has had a longer reign then onoki.
Hiruzen was made kage at the age of 15
