Hiruzen Sarutobi had the best reign of any living kage. He fought and survived in 3 shinobi world wars, brought prosperity to konoha, and brought wisdom and guidance to all who requested. He though of all of konoha as his family, and fought to protect them by even risking his life in two world wars. All shinobi in konoha respected him. He always fought for the interest of the people such as the uchiha as he was against the massacre and was willing to risk his life in any situation such as when his company was outnumbered and volunteered so tobirama and the others could get away. He died an honorable death, removing orochimaru's ability to use ninjutsu temporarily, and defeating the first and second hokages.
