And on the tsunade the whole surviving thing credit should go to Karin.

Yeah I know, that's why I said brink of death. She was only kept alive because of the help of Karin/Suigetsu.

I know . Your the second person to point that out, yes i know it says narutp's.
And i don't think her being on brink of death and being healed by Karin ( meaning her survival), makes her
above tobriama and hiruzen, Hiruzen was kind of dunno.. he was alright =D

How many shinobi do you see getting cut in half and surviving?
While I was writing it, I actually did put Tsunade on bottom (lul) but changed it because Hiruzen/Tobirama haven't shown any uber impressive feats. We've at least seen all (perhaps) of what Tsunade can do, and even that is better than what we've seen of the 3rd and 2nd.

Not many, but its not like she survived by healing herself, so putting her on top of tobriama and hiruzen for that kind of reason is dumb to me. Just because she survived ( which someone else healed her) doesn't make her a better Hokage than them. I could see if she put herself back together and returned to the battle field, that's kind of a reason.

Now that I think about it, I don't particularly care for either of them. I'll go with Tsunade for obvious reasons:snick:

As Hokages. (Not favorite, or power)

1- Minato.
He made Konoha win the 3rd war. Defeated obito and sealed Kurama. He sacrificed his own son for the village.
He helped again when he sealed Kurama again during the fight with pain. And it's stated that no fail.

2- Tsunade.
She helped greatly in the 2nd War as stated by Jman. She was the one who came up with the plan to make a medical
Ninja in each team which is very smart of her indeed. She helped to protect thousands of people during Pain's attack
and of course protecting people is more important than the houses and these stuff. She also trusted Naruto and that
helped to protect the village. Not to mention after Oro's attack it was she who made the plans for missions so the other
villages wont attack Konoha.

3- Tobirama.
He was the one who came up with the idea for the Academy, ANBU and Konoha Military Police Force. However, he is
the one who create the Edo. Therefore, he IS responsible for what happened because of this dirty jutsu, also because
of him the uchiha planned for the coup d'etat, and both of these things were stated by oro in the manga.

4- Hashirama.
Well, he crated Konoha which is obviously the most important thing to begin with. But, I listed him here because as he
stated himself

5- Hiruzen.
he protected the village from Oro, Hashi and Tobirama when they attacked it. I'm not really sure if he did something else.
and for his mistake they are too many. Maybe that's why I putted him the last one.

but that's only my opinion.

1. Minato( Won a war and sacrficed himself for village)
2. Tobirama(He actaully didin't let his emotions to get in way)
3. Tsunade(Designed medical help, but lacked power)
4. Hashirama(He was strong and all, but he let his emotions get in way as he was ready to kill himself for 1 ignorant uciha)
5. Hiruzen(He couldn't handle with the dark things in village so he let danzo do it, but he tried to promote will of fire)
This is not favs nor by power, it is just my opinion how they where as hokage.
