Leaf=Obvious reasons, Their all out powerful and work together extremely well

Stone=[Stone and Cloud are pretty much even] Powerful Stone Ninja are basically OP [compared to most ninja] [Quality]

Cloud=[Cloud and Stone are pretty much even] Cloud has Many powerful ninja [Quantity]

Mist=More powerful Ninja than the Sand.

Sand=Powerful Ninja but not enough to keep up with the other villages.
