So there are plenty of haki users in the One Piece world, but based on current feats, I would like to present who I believe to be the best 3 users of each type of haki. Let me know what you guys think of my list and whether or not you agree. If not, who did I forget? Remember, this list is not based on hype, so characters like Gol D Roger don't count.
Here we go:
Busoshoku/Arnament Haki
3.) Monkey D Luffy
Since learning Busoshoku with Rayleigh 2 years ago, Luffy has come up with some really impressive and innovative techniques using this type of haki such as Red Hawk and Grizzly Magnum. The solidity of the haki pairs really well with Luffy's rubber qualities as is evident with Gear 4th. Boundman and that King Kong Gun are no f****n' joke, son!
2.) Dracule Mihawk
Known as the world's strongest swordsman, Mihawk wields a blade of pure black. With his skills, he can easily cut a warship or a glacier, even from a distance. He also trained Roronoa Zoro who has some pretty admirable Busoshoku feats himself. Also note that Mihawk is a Shichibukai without any subordinates which says a lot about his power.
1.) Monkey D Garp
Known as "The Hero of the Marines," Garp was the Marine rival of Pirate King Gol D Roger. One of the strongest non-devil fruit users in the series, Garp should not be underestimated, even in his old age. He stopped Marco the Phoenix's advance by punching him right in the face. Seriously, even as an old guy this dude is a beast. Garp the Hero.
Kenbunshoku/Observation Haki
3.) Usopp
Yeah, you read that right. Usopp. He has really made some impressive sniping feats and is living up to his nickname of "Sogeking." Most notably, his recent shot at Sugar in Dressrosa. He was able to sense her aura from an incredibly far distance and take into things like the wind and angles for the shot. Don't sleep on him.
2.) God Enel
As it's known in the sky islands, Enel's mantra is incredibly impressive. He is able to sense the life force and energy of every person on Skypiea. As seen with his "game," he could even sense when a person lost consciousness or died. Despite being lazy in battle due to his Logia abilities, Enel has shown good reflexes which can be attributed to his Kenbunshoku.
1.) Wisteria Tiger Issho
Being a blind admiral in and of itself speaks volumes about Fujitora's Kenbunshoku skills. His reflexes are astounding, even though he isn't exactly in his youth. I don't think there should be much argument about this one.
Haoshoku/Conqueror's Haki
3.) Donquixote Doflamingo
Doflamingo has been able to use Haoshoku for over 30 years and has had people there to train and coach him for all that time. I put his Haoshoku above Luffy's for that reason. During their clashes, their haki seemed about even, but Doflamingo has the experience and we have seen it put to the test.
2.) Silvers Rayleigh
Being the one who taught Luffy how to control his Haoshoku, we know that Rayleigh is a master of it himself. He displayed the ability to use it at will and with ease. We've seen him swim, so we know he doesn't have a devil-fruit ability. As the first mate of the former Pirate King, the dude is incredibly strong and we've only seen a taste of his powers.

Shanks has been a master of Haoshoku since Luffy was just a little kid. His is strong enough to make even a Sea King flee in terror. He is the first character to ever show the use of haki and is certainly no small fry. Really though, the guy is a Yonko and split the sky during a small clash with Edward Newgate. I'm sure we'll see Shanks use Haoshoku again.
Honorable mentions: Sabo, Roronoa Zoro, Don Chinjao, Trafalgar Law, Whitebeard, Boa Hancock, Sanji, Rebecca
