Well, my opinion is now highly unnecessary.

No doubt that it's an Uchiha, either Sasuke or Itachi maybe Tobi/Madara,of course I'm going with Itachi. You might argue that Sasuke was able to break free of Itachi's tsukyomi with normal sharingan while Itachi had mongekyo but we all know Itachi never meant to win that fight so who's to say Itachi didnt simply release him from it. We later learned that Sasukes abillity over genjutsu is weak during his fight with Danzo, even when using tsukyomi it's rather pathetic and only works like any other normal sharingan genjutsu. Tobi/Madara May one day cast the most powerful genjutsu ever but that will be not with his own power but the 10 tails, so for now Itachi is the best no question.
