one guy on naruto before the timeskip had ice release that is broken, the projectiles were so crystal clear they were seemingly invisible, it's laughable that the guy only threw what is basically the equivalent of rocks, one ghost shuriken would've killed naruto. He even had a more broken and devastating jutsu that basically formed a magnifying glass from atmospheric moisture to generate and use his own solar powered death ray, Definitely one of the most lethal jutsu I've seen.

Ice Disk Jutsu, it was pretty badass.

His name was renga, and he was a beast, he could form his ice into lenses and mirrors and spy on you from outside of town while you're eating ramen, he definitely has the best filler jutsu imho. the versatility of his ice release is amazing, even more so than haku
