No way. Konan is ssooooooo overrated. She isn't that good at all. She is one of the weakest Akatsuki members and isn't that great.
For me it would have to be either Mei or the Tsuchikage's bodyguard if we are disregarding Tsunade. If we aren't then I might still pick Mei, maybe.

Not really all she does is just throw weapons, which isn't really that special considering every ninja can throw weapons.
Mei or Tsunade are probably the best female ninjas
But I'll go with Tsunade until we see more from Mei, though I doubt we will considering that Kishi never develops his female characters like he does with his male characters.

I just want to say that I think Konan is completely overrated. She got bested by Jiraiya in like a minute. Seriously come on, even Sakura could last longer than that against Jiraiya.
The only reason people think she is any good is because she planned an attack for a month against someone who she had alot of info about. It isn't like she did something super powerful or incredibly smart. She and Nagato had known who Tobi was the entire time and she obviously knew about his powers, she took a month to set up a trap specifically for him and she even got to choose the location. All she had to do was wait for him to come to her.
Anyone could have done that, anyone with a month in advance could have set up that many paper bombs. She is ok but nowhere near the best.
