Water kisame great water shark bullet has yet to be surpassed. Earth that one guy that uses earth mountain slam. Lightning sasuke with kirin the raikages lightning jutsu are not impressive as controlling a dragon shaped lightning bolt from nature itself.

Both of those fire balls were bigger than the juubi easily A ranked. Hiruzens were big but then again not really fits snuglly at B ranked.

A jutsu is ranked on it's difficulty to learn not it's strength.

You can't judge the level of a jutsu based on size alone.

Fire- Madara, Sasuke and Itachi can be argued to be betterthough because of amaterasu being able to burn even fire. In overall techniques Madara.

Electricity- 3rd raikage or Sasuke. They both have their feats.

Wind- Danzo, in overalil techniques. Naruto has the most powerful technique regarding wind jutsu, but as far as we have seen he only uses it for his rasen shuriken and splitting a waterfall. He hasn't used any actual wind techniques, but he has the most powerful one. While I think Naruto probably has the ability to be the strongest with wind techniques overall, he has really only focused on putting it into one move and didn't bother to learn any straight up wind release jutsu.

Earth- Madara. He dropped huge meteor out of the sky, Don't even care how he did it. But in all seriousness I would think that the best Earth user would be Hashirama, though we have seen no feats. If you want to call whatever gaara's ability to control sand earth, then maybe him.

Water- kisame or Tobirama

Size does = power in most cases, Power does not change a jutsu's ranking.

Ranks
Depending on the difficulty or skill necessary to perform a technique, they are ranked differently. There are six different ranks in techniques:

E-rank - Learned by Academy students. Are the basic and most fundamental techniques for all ninja.
D-rank - Genin-level techniques. Can be achieved by all genin, though many ninja only learn their "type" of technique.
C-rank - Chūnin-level techniques. Sometimes learned by genin who have trained extensively.
B-rank - Jōnin-level techniques. Require high levels of chakra to use.
A-rank - Kage or jōnin-level techniques. Require great control over one's chakra and may be forbidden.
S-rank - Secret, extreme level techniques. Are typically unique to a single user.
Kekkei Genkai, unique abilities and Tailed Beast Skills normally do not have a rank.
