LIGHTING:
A: Lighting Armor; super speed + super strenght

EARTH:
ONOIKI: many powerful techniques,

WATER:
Tobirama: Many powerful Techniques

Disagree. Most of those are just bleh. Earth and Water are my two least fav. Fire and Wind combine can do some serious shit.

Personally Naruto, he can do anything with wind. As to Sasuke with blaze release.

Madara Is the best fire jutsu user as we seen the dude do some dangerous ass fire jutsus
Sauske Fire jutsus are weak

Wind.. Its a tie between Danzo and Naruto ofc

Earth.... Gotta give it to onoki

Water-From what we seen Kisame but ofc its the 2nd

Wind is hands down Naruto, his Rasenshuriken is a paragon of Wind jutsu, although he really hasn't shown any wind techniques other than this one.
Earth, Oonoki i suppose
Water, Tobirama based on Kishimoto's statement
Lightning, if we're counting dead people too, would be the Third raikage.
Fire, Madara. Sasuke's blaze release is really more of a dojutsu than an elemental release.
