Best Character Development

Which character(s) do you feel have the best character development in Naruto? It's obvious that shonens are not the best when it comes to character development, but there's a few in Naruto that I think stand out.

1) Itachi. (im not an Itachi fanboy, I really am not) I feel like the reason Itachi's fanbase is one of the largest is because he has GREAT character development. Kishimoto really did a good job with Itachi. I don't see any inconsistencies in his character from his actions. Everything fell into place once Itachi's sinister side was revealed to be an act. And there's a part of us that relates to Itachi. The misery and everything he had to endure was admirable, and it shows how much of a genuine guy he really is.
Especially the scene where Itachi holds his sword in hand, crying before his parents because he's about to kill them, really tugs at the feels and shows how Itachi developed into what he was before his death, a righteous and sincere person who felt nothing but love for his poop-faced little brother Sasuke, and went to any length to defend the greater good of things.

2) Garaa. I think there's usually a trend between sad background stories and better character development. Lol. So Garaa kind of holds the same type of story as Itachi, except he leaned more towards being the traumatized child whose heart became buried deep amongst hatred. He lost his feeling of empathy and sympathy and, until being exposed to talk-no-jutsu, carried the weight of the hopeless burden of simply living. Garaa could've easily turned out to be the same way as Obito.
I feel like the way everything was executed for Garaa was done well and really shows that even the worst of people who seem helpless can change.

Im sure there are more but those 2 are the ones that came up to mind immediately.

Gaara's development was horrible, he became Naruto's daily nut hugger.

My fave and least disappointing developments belong to Sasuke, Kabuto and Lee.

2. Another one is Obito - Most of his characters development is occur after he is reveal as masked Tobi

Sad past [as being crash by Boulder, seeing Rin died at hand of Kakashi] ,

Being manipulated by Madara and finally realise it and making a plan to fool Madara an succeed.

Manage to become Juubi jin by his own effort although having many difficulties he need to encounter,

Become saviour for a moment to main character that is Naruto,

Helping to save Sasuke at Kaguya dimension.

And finally die in honour way where naruto acknowledge him as the coolest guy he ever mat that lead to Naruto cut off Kaguya arm

well itachi was always like that to the people saying sauce he just loves to change sides all the time sakura went from useless to somewhat useful back to useless so I give it to Gaara and Obito even tho by the end he just 360 back to his former self

Yeah it's true that Sasuke has a lot of development, but I dont think its necessarily GOOD development. It's so full of inconsistencies and a lot of it doesn't make sense because of the fact that he's like an indecisive prepubescent teenage girl. "I WANNA DESTROY DUH LEAF", "NO NVM GAIZ I WANNA BE DAH HOKAGEEEE". I know it's not completely black and white as i'm making it out to be lol. But it is true that a lot of what Sasuke was doing didn't really make sense or was either exaggerated and unjust, or really stupid judgment, basically. I mean I like Sasuke and all, I really do, I just don't think he's had the best development.

And yeah I consider Obito as well to have pretty good development. He's been through a lot that corresponds to his reasoning and judgment. Less inconsistencies than Sasuke for sure.

Sasky is easy worst char in series. He is a hypocrite ass backwards n00b

Yeah, this isn't anything close to the truth. Sasuke has regressed, not grown, if you want the ACTUAL truth.

There's several characters with good development and growth like Killer Bee, Gaara, Sasori, Haku, Naruto, Kimimaro, and Shikamaru. But the two that stand head and shoulders above the rest are Kakashi and Itachi. Despite the genre and demographic, they are mold breaking characters unbound. Their true complexities, intricacies, guile, and perplexing yet beautiful transformations are far too advanced for this audience.

Naruto.

He started out as being a loud and obnoxious kid that really just wanted to be popular, and he grew up into being a hero of Konoha and the shinobi world, who understands the cycle of hatred and the flaws of the shinobi system, and wants to fix the problems of the world. Naruto went from selfish to selfless, from ignorant to wise, from weak to strong, and from immature to mature. He's grown up.

I think you have the wrong idea of what "character development" is. It's not whether a character is static or dynamic, it's about how well the writer/creator presents the characters personality, traits, idiosyncrasies, etc. It's how WELL we get to understand and know the person better, not about whether they've changed or not. Static characters, like Itachi Uchiha, can have character development because more and more is revealed about the person the more the story progresses, not necessarily meaning the character becomes dynamic by any means.
