Best character development in Naruto series

Naruto has developed as a character, for all of those who say he hasn't. His motives and reasons have become a lot more defined. When he was younger he wanted to became Hokage for simply for acknowledgement but now it is much more mature and noble than that, Gaara has probably developed the most though.

Choji as well, his fights with Jirobo and Asuma were incredible turning points for his character and he has developed in to a much better and more mentally strong shinobi.

Not the same situation.

Vegeta never gave a f*ck about his people or his planet, so when he lost it, he felt nothing.

Sasuke did care about his family.

Also, Vegeta is just like Sasuke.
Both sacrificed themselves for power, both have that "F*ck everybody", gloomy attitude and both act tough and can get their ass handed to them due to it.

Also he became the best character build down from chapter 599.

Alas, I miss the old deceptive/cunning Tobi.

Sasuke, Gaara, Itachi, Ino-Shika-Cho and Kakashi have gotten the best character development in the story IMO.

Gaara went from lonely sociopath to near mental breakdown to mental build up to being a good person to being the kazekage to dying for his village to having everyone finally accept him to earning onoki's respect to being commander of the ASF to turning naruto into his fanboyxd,all the while mantaning his coolness and ruthlessness for opponents like a boss

I am going to agree with all of this.
Gaara was at first the scary sand ninja that even his own father and village wanted him dead so he only loved himself. Then he changed when he met Naruto and became a good person wanted to save people and became the Kazekage. He even again respect from the other kages and former kages.
