But Hitler killed because of prejudice. He hated jews and hated how weak Germany was.
Saddam Hussein was a dictator. He killed for pleasure, ruled with fear, and did whatever he wanted. He didn't try to help the country.
Obito didn't want to go down in history.

As a leader, you have to be prepared to make tough choices that may seem bad to the people, but in the end will keep the village safe. Such as when Hashirama opted to kill Madara (his BF), for the sake of the village.
Naruto is not prepared to make such choices, he would try so hard to make his enemies happy, while making his village happy.
