Because Sasuke and Itachi grew as normal brothers. They were never meant to kill each other. They had originally had a normal family relationship. Sai and Shin's relationship was built on the fact they would have to kill each other.

Hmmm, yeah maybe your right. Sasuke and Itachi are good but still... Sai really has change and you know nobody of the Roots can change because the have no feeling(or they can't have it). But Sai got his feelings back and show in manga& anime that he really loves his brother....... Sasuke loves his brother to but the only show pure hate to each other.U_U
