Best villains:

Orochimaru(creeper seeking for meaning of existance, being ultimate being etc)
Pain(good backstory, different ideals)
Zabuza(slaughtered kiddos in CE; **** the system)

Worst:
Madara(only depth of his character is Hashi's wood he is horny for, butthurt)

These are some of the true villains, they are all mysterious, strong, have a good reason to be villain. They all wanted to change the world and make it better in their own way.

Itachi like you wanna state just did it to make his brother stronger and protect his village. Everyone knew who he was, so he is not a mysterious then, everyone knew his abilities, no mysterious. Who as well later stated that he failed (failure) A true Villain never do that. There is no villain part in Itachi lol.

Doctor Doom always suprise his enemy with new tech, Amon abilities was never stated until the end, Obito didn't start use off his abilties before the Juubi showed up.

Orochimaru and tobi were the best villains ever until war arc changed their evil image .
