Itachi can't count as a villain, since he said that he failed, a villain never tells anyone that he/she failed. That's a rule when it comes to being Villain.

Itachi was villain in his life but he's a hero after death

Best villain for me is war time Masked-Tobi. The worse is Oro because he's a pedo!

Tobi was 2nd best villain after itachi but when his mask smashed and his cry moments made him became the worst in list

Itachi's image was ruined when he was brought back.

5: Zabuza (He was a good starter villain.)

I thought that Tobi was a pretty cool villain with the mystery of not knowing who he was being one of his high points. Obito, on the other hand...

1) crying over 13 years girl for more than 18 years is lame and start war for that is even more lame XD

2) madara is only care about hashirama :ls:

3) sasuke doesn't have an evil looks at all

These are some of the true villains, they are all mysterious, strong, have a good reason to be villain. They all wanted to change the world and make it better in their own way.

Itachi like you wanna state just did it to make his brother stronger and protect his village. Everyone knew who he was, so he is not a mysterious then, everyone knew his abilities, no mysterious. Who as well later stated that he failed (failure) A true Villain never do that. There is no villain part in Itachi lol.

Doctor Doom always suprise his enemy with new tech, Amon abilities was never stated until the end, Obito didn't start use off his abilties before the Juubi showed up.
