The best overall is Spike Spiegel from Cowboy Bebop, hands-down.

Worst, I can't really say. I go by the same things critics go off when judging characters (characterization, development, etc.), so that could be any number of minor supporting characters.

My favorite female is Makise Kurisu from Steins;Gate, but the best has to be Motoko Kusanagi from Ghost in the Shell. Again, no contest.
