That's why it's a careful selection. The WG picks the Yonko, the Shichibukai and the Admirals so that they're about equal in power.

Edit: It's not the Admirals, it's the Marine Headquarters, and Shichibukai that are equivalent to the Yonko.

it seems like he's saying yonkos = admirals and shichibukai.. and that balances it out. if you're saying yonkos = admirals = shichibukais
why would the WG need shichibukai's if the admirals already balance out the yonkos by themselves?

It could be interpreted either way.

And its because in case one of the forces is lacking, they have the other in its stead until the other is back to boot.
