Da problem here is, dat your opinion on when something seems relevant is actually irrelevant, hueehueh, fall back. In all seriousness, it's outdated because Jiraiya hasn't seen Orochimaru in 10 years so what his statement said is based off of an assumption the last time they meant. As far as i'm concerned Orochimaru developed new jutsu and techniques.

Problem again is that all the Sanin are past there prime. And Orochimaru hadn't changed any combat prowess. Only person who gained any combat prowess was Jiraiya and Tsunade..

He developed new jutsus but apparently nothing new. Though one can say the same for Tsunade, that she developed many other poisons and so on. And then furthermore she has the advantage of knowing more things due to traveling around the world and so on.


But eh, all up to opinion either way.
