Yeah, but this is about Hagoromo trolling Nardo and the Sauce by jacking their eye and arm. Don't see how CT Came in here, but Hagoromo created the Moon since he has the ability to do so.

Hagoromo can use CT, but Used Hamura's help to make a seal for Kaguya to remain stuck in the core.

Hagoromo gifter both Naruto and Sasuke the ability to use CT once they touched the same object at the same time along with the Seal to keep Kaguya at the core.

So technically Hagoromo used CT in the end.
