If Kabuto was able to brinng back so many powerful shinobi why wasnt the fourth brought back? This could have played to a big advantage for him and Obito. Also why wasn't the White Fang brought back?

Tell me your thoughts. Also if you have proof as why, it would be helpful.

The rose but failed. The manga makes it look like the third stopped it but the anime has Orochimaru say that it failed.

White fang is a good question. He was supposedly Sannin level. Maybe he'll show up later.
