Not Itachi's Tsukuyomi.
Itachi's Tsukuyomi happens in one second.
What the tailed beasts would be doing is disrupting the victim's chakra.
However all that takes place in real time, whereas Itachi's version of Tsukuyomi takes one second in real time.
So if Bee got caught in Tsukuyomi he would not be getting out of it.
And as we saw he would have to sacrifice limbs if he was hit with Amaterasu.
But the real problem for Bee is the fact that if he fully transforms into the 8-tails he would make a massive target for the Totsuka sword.
This is if they are both being serious though. Remember that in almost all of Itachi's fights he wasn't trying to win, because he is a pacifist and was actually on Konoha's side.
So if Itachi is actually serious then Bee loses. Because as we saw Sasuke was fast enough to actually dodge Bee's tailed beast cloak attacks. And Itachi is faster than Sasuke.
So I guess the only thing that Itachi would lose is his regular genjutsu. Which is usually enough to take out most people, but here he would most definitely need his MS abilities as they are the only way he wins.
