Bee is stronger than Kisame, right?

I think Bee is stronger than Kisame cuz in their fight, Bee could not go all out like he said on this pic:

He could not fully transform cuz if he did that, his friend would be in danger and also he didn't wanted to be detected at that time

Also even when he used V2, he was always babysiting his friend and that's why he got trapped by Kisame:

So i think in an actual 1vs1 fight, Bee is stronger. What do you think?

I'm never to sure about this fight. We know that Kisame took down the 4 tails by himself who probably went full beast mode sometime in the fight right.

-I think even if Bee went full beast mode he wouldn't be able to keep up with Kisame. And Kisame would be able to suck chakra much easier b/c the beast is pretty hard to miss.

-We don't know how much chakra his sword can absorb from TBB, but it would probably be destroyed before getting all of it. But Kisame could cancel it out or even defeat it with his giant shark bomb attack that also absorbs chakra and gets stronger.

-The only problem I see Kisame having is dealing with TBB. Kisame is the perfect Tailed Beast killer in my book.

Thats the hero problem !! They actually care about people around them . And it sometimes leads to a disadvantage of some sort. Im not saying gaara>deidara but the fight may have been different if gaara didnt have to protect the village. same with bee and kisame .

I think there is a certain capacity of chakra absorbtion even with that Great Shark Bullet, and i doubt it would be enough against a TBB. Samehada for exemple could not absorb more than 6tails of chakra

that's Samehade. Kisame said bigger the jutsu the bigger the shark becomes so I think not.
