thats the thing... REREAD it.. naruto NEVER dodged anything... he got hit but he was quick enough to slighty move over and when raikage got SERIOUS he was right in front of naruto then bee jumped in and no raikage isnt faster then bee.. kishi proved that in their memries fightin agaisnt minato..

he didnt go PAST the Raikage cuz Raikage attacked him first and directly naruto completely dodged and had great distance between them. His shunshin is fastest with the kyuubi chakra get over it.

When bee blocked it He was only using level 1 lightning armor.

And when naruto dodged his punch he was using level 2

As you know when he goed level 2 lightning armor his hair stands up,
