I think the Beast Titan is a shifter like Eren, Annie, and Etc. plus I'm think he could be the final villain in 3-4 years

I thought the very same thing, the way the things are playing out I wouldn't be surprised if he really is a shifter.

I used to think he we'll definitely be a shifter but now I'm considering he being the one who wants to eat Eren in order to obtain his shifting powers and everything else , I guess we'll find who that is in the upcoming chapters.
