Restrictions: Kirin, Susanoo, Kamui to the head (Kamui can be used though, but not to the head) I put these up so there's no one shot kills.

Personally, I think Sasuke and Kakashi has this. They're two great SHinobis with awesome and, I might add, cool techs!

Restricting Susanoo means that Itachi doesn't have access to Totsuka, Yasaka's Magatama and Yata mirror.

Itachi can decimate Kakashi with one Tsukuyomi, but then, Sasuke can take advantage of the backlash and attack Itachi.

Sasuke has better control over amaterasu, and Tsukuyomi doesn't affect him.
So, I'd bet on Sasuke.

Sasuke's victory was handed down to him by Itachi, but also remember that he didn't have his mangekyo sharingan at that time.
