It doesn't matter if Kisame was 30% ir 100% because Guy is his WORST possible match up, Gates > than any Suiton he puls off his ass. Kisame is easily kage level and top 15 ftw.
OT: Kisame wins. Mei's Suiton will be useless, he already beat a Yoton user, which was actually a Jinchuuriki. Mei has no chance here.

Kisame fought Guy without his main weapon ( Samehada ) , it's like Itachi or Sasuke without their Sharingan and even in that state , Guy had to use the 7th gate to beat him.

PS: 8th Gate > Kage lvl.
PS 2 :Kisame is called a Bijuu without tail for a reason.

Nope. It's above the Kages's level, not the 5 Kage's level. He is stronger than 1 Kage. Two Kage would stomp him.

I know, but as a suiton user herself im sure that she should be able to negate some of his suiton with her own, yet at the end of the day you are correct. The scale and power of most of his technique would swallow her effortlessly.​

Indeed she may be able to do something to him using her own Suiton attacks. However, like you say, in the end she'd be overwhelmed indeed.

Kisame Is a Water jutsu user and has alot of techniques based around water jutsu. This is already bad for him. Any river or body of water he creates isn't only good for him, it's also good for mei.

Kisame's Main attacks involve, water sharks bullets, absorbing chakra, clones, and drowning his opponent.

But, mei can effectively counter his entire arsenal. Firstly, Boil Release will create an environment where only mei isn't being constantly corroded. And, Seeing as she can drop the
Ph to as low as she needs, MEi can simultaneously Injure kisame and Samehade. Kisame and Samehade will instantly be chewing through all their chakra reserves to simply keep up a constant healing. This already puts them in a bind as kisame can no longer rely on going willy nilly with his massive stamina pool. He has to make sure he always has enough of a backup to combat the absorption effects.

Speed

In Speed, Neither kisame nor mei have shown any really above average speeds, so saying one person completely blitzes the other is irrelevant, especially since mei is more of a Mid-High ranged fighter and wouldn't need to engage kisame in CQC. This is amplified by the fact that she has jutsu to keep him at range.

Side Note: Mei isn't a wall... Nor is she gaara... She has feet, and she knows how to use them.

MEi also has another trump card over kisame. Her second kekei genkai allows her to spit a jutsu at such an intense temperature, that samehade would be disinclined to absorb it; As we've seen with samehade trying to absorb fire. After samehade's first absorption, Further absorptions of Lava release would possible become unlikely as samehade would no longer want to absorb a jutsu of that nature. This leaves kisame to have to dodge any of these types of attacks.

Hiding under water and attacking under water would also be ineffective as mei is also a water user and can simply attack with water jutsu while he's under water. As we've seen, Mei is capable of using

than that of kisame, with his only defence to it being GSB. GSB as his only defence to a jutsu, especially while the effects of Boil release are still active, simply skews the fight more to mei's side. The nail in the coffin is that she requires no hand seals for these massive jutsu, thus allowing her to swamp kisame far faster with these types of jutsu than he can usually even counter.
Boil release, hidden mist, lava release, water spout, and dragon flood have all been performed without the use of seals by this wonderwoman. And, all these jutsu have been shown to be massively powerful. For reference, Water dragon jutsu (far smaller than dragon floor) required 42 seals. Just, Wow.

Boil release = constant damage

Kisame won't get within melee range nor will samehade be absorbing boil release/lava. Nor will it really absorb suiton since that'd be used to counter kisame's jutsu.
