Many characters has been hyped. But who is the most hyped Ninja?
Lets debate, you can use feats, scan, hype or anything to proof your hype.
For example, Hanzo has the hype of beating the sannins. But, ¿Did Jiraiya used Sage mode, Tsunade Byakugou? Doubt it, hype may not be valid since Sannins didnt go with all.
I have enjoyed Tsunade's er whatever she was given with. Also, as much as I love Minato, he kinda took a backseat on his Edo Tensei return during the war. He served emotional stuff which isn't inherently bad writing for his character. I just wanted more, I guess.
Kaguya was a major disappointment. Her whole arc was.
Hanzo hype is valid he defeated sannins in their physical prime when they were 20 + years old. But now they know more jutsus so that was just their physical prime not overall.
Jiraiya knows his own abilities very well and Orochimaru and Tsunade's too , yet he was thinking no person alive could defeat Hanzo ( when he heard that some guy called Pain beat him) .
This pretty much means that Hanzo > any sannin in 1 vs 1 at least.
I will say that Minato has been hyped since the beginning and he made the difference between one generation and an other.
He is the most hyped and has backup.
Minato at the begging was said to be the best Hokage by Naruto:
Reason of Naruto major goal. Be the greatest Hokage and to be it, he needed to surpass Minato.

Like I said, I dont know why but Minato is the reason that Konoha's generatios after Minato until Naruto became stronger just to surpass him. There is a whole chapter that suggests this:

Where Naruto makes it clear once again, his goal is Minato and not any other Hokage. Now Naruto as Hokage, everyone sets to his level.

Using the databook we can sugest that Minato was great user of summon of the frogs, ¿Why? Look at this:

It clearly says at the end of the test "The toads one is able depends on the skill of its user" Now look at Gerotora test, he is a species even RARE BETWEEN THE MOUNT and what is more impressive is that he even knew Minato background enough which means Minato has vast knowledge of the diferentes summons of frog.
In the databook 3 and 4 it is mention Minato had an uncommon talent and Jiraiya confirms that is yet to be surpassed:

Minato has so much hype. Now, you can be God, but it doesnt matter when your are still unsurpassable till Naruto
Nah Itachi has the Greatest Hype in NV hands down. I've already proven this with you kiiro. You're ignoring it on purpose again I see. I'll post it one more time. This Databook greater than anything Minato/any other great shinobi's been hyped for.

Not just this Itachi has been called Age 7 intellect of Fire Shadow and Hiruzen's named the most Intelligent Fire Shadow in Leaf History. He was called absolutely Invincible which I believe no other character in NV has been hyped as not even monsters like Kaguya and Juubidara. Not even Obito who has been and analysed Itachi's every movement in Akatsuki couldn't figure out how Amaterasu was sealed into Sasuke. OP sealing technique in his arsenal. In Viz translation Kakashi claimed Itachi had not began to his use his true strength meaning not even 1% of it when he was racing former's sharingan which couldn't see him.
