ok i was fighting in this rain conditions and when i tried to use my fire justu he said i cant because its raining is this true?

nope not unless it was a super large amoutn of water falling from the sky its just small drops so its not enough to take out a fire

No, the rain isn't enough to stop a fire jutsu. However, it can enhance lightning jutsu.

Wow, I see you and Noah at the beginning. Both started off rebellious and obnoxious. One drowned in his hatefulness and got banned after I tried to stop him, and the other became a powerful member of NB that has possibly surpassed me after I spoke to him.... Good work, bud!

Like they said, nope. Fire can't be stopped by mere rain. If a waterfall is coming down on you, it's different, but ordinary rain nope.

It depends on what rank your fire jutsu is. If its 1 rank higher, the rain will cancel it out, while cancelling out itself. If its lower, the rain will cancel it out, but it'll continue to rain.

(Suiton: Chakra Kenpa No Ame) - Water Style: Chakra Senseing Rain
Rank: C
Type: Supplementary
Range: Short-Long
Chakra cost: 15
Damage Points: N/A
Description: A down pour of rain will fall and any thing with chakra that it touches the user can sense there location and instantly know there.

If you do a C-Rank fire jutsu, the rain will cancel it out, but be highly weakened. This is just what I presume, that doesn't mean this is correct.
