To be honest, Kishi have been nerfing Naruto for a long time. Few things I got the most are these:

1. Jiraiya has Shadow clone and knows the effects yet didn't train Naruto with them.
2. Naruto shows to be smart and strategic with his clones against Kakuza and then never really do that again.
3. Sasuke got his 2nd element in part 1 while Naruto had to wait until Shippuden?
4. Kishi would make Naruto unable to fight 1 on 1 if he has friends nearby but onces they're not there Naruto somehow can fight alone yet he couldn't do that before?
5. Naruto have few jutsus but should at least had some if Jiraiya's jutsus or had Jiraiya teach Naruto some of Minato's besides "that jutsu" which is still unknown
