So you know how to mould chakra, do that and gather it in one hand and allow the chakra to start to rotate until it makes a perfect sphere.

The only question I have is about the second one, if the normal rasengan in neutral against elemental ninjutsu, does the elemental rasengan lose this neutrality and becomes a normal elemental ninjutsu, or does it have any sort of bonus?

No it keeps it neutrality. It merely just becomes enhanced with the use of an elemental like wind, or earth.

I was wondering if it received like a double strength against opposite elements. Like a Wind Rasengan was Neutral to a fire jutsu (A rank) and stronger than a Lightning jutsu ( A and S rank )
