[Question] basic five elements

If you are below Kage Rank you can only use jutsus in which you are trained at.

i found this in the battle arena rules. now does this statement mean that regardless of being trained or not, if you are kage rank or higher you can use all five basic elements?

No. A long long time ago, somewhere in a prehistoric NB era everyone who became kage rank got by default all the 5 basic elements as it was deemed that by then they should be experienced enough to know how to use them. However back then becoming kage rank was still considered an accomplishment as they were far from common. But that rule got removed centuries ago as now people spam like hell and kage ranked people are every day business. The formulation of the sentence you just posted is a remembrance of when that rule was still in play.

For the record no matter which rank you are, you need to learn everything.
