[Discussion] Based on what, do they animate certain manga?

I really don't get it. I just finished the Blue Exorcist and right now I'm in the middle of the manga. I don't say that I didn't like the anime, I did and very much in fact but the truth is that the manga follows a way more interesting storyline. So my question is this: Which elements make a manga a perfect candidate for its anime form and more importantly why they choose to animate some of them ahead of time instead of just waiting so they can animate the whole thing?

Blue Exorcist had huge potential but never goes to be animated again the way things go.

a lot of it comes down to the rankings in WSJ/other publications and how many volumes it sells in manga form. the main reason manga are turned into anime is to boost the sales of an already popular manga but there are exceptions.
