Naruto couldn't beat Madara because of immortality not because he was out-matched even though he doesn't have counter for I.T. Toneri by feats get one shotted my triple Rinnegan Madara just like Naruto and by feats RM Naruto negs The last Naruto.

OT- Base RM should win since his Rasen Bijuu combos are still use-able.​

I'm pretty sure the Toneri=Madara thing was debunked by a credible user on the Narutoforums who saw the Movie. Naruto never said that they Madara and Toneri were equal in strength but something along the lines that Toneri has as much Chakra as JJ Madara.
