Mei wins, easily. Naruto almost never fights in base so he's pretty much featless. The only threatening thing would be Rasenshuriken but he can't even throw it in base and needs aid of his clones. Naruto lacks diversity. He has no answer to Futton that renders clones useless and Water Pillar takes care of any threatening move.

Honestly, what stops her from setting up her acidic mist (to destroy the clones) and hurling him into the air via Water Pillar and firing Lava Globs right where it hurts.

If Naruto charges in with a clone army, Mei can use acid mist to flood the area and kill all the clones that come near her. Acid mist melts Rasengans so they decrease in size and power. Naruto won't know where to aim FRS if there is Hidden Mist all over the battlefield. She eventually kills him with water dragon or lava globs.

Considering the fact that she is a long range fighter and Naruto is essentially short-range one. She has two KGs and some pretty good jutsus, to keep Naruto at distance and finish him off.
Note: I am assuming Naruto doesn't have KCM.
