Current Base naruto is roughly on par with base sasuke as seen in their chidori/rasengan clash.
Summons won't do jack since they both can summon bosses.
Current base naruto has been given many new and better feats, whereas CS2 sasuke hasn't gotten anything since he lost the state, which is why the match is a tie.
