Okay, you guys got me on that Kicking of madaras sphere, thought he was in base mode.
Then as far as base goes id say Minato>Tobirama>Hashirama>Naruto>Sasuke=/>Madara. If i included SM then id say Naruto>Hashirama>Minato>Tobirama>Sasuke=/>Madara.

- Learned Multiple Shadow Clones (A-Rank), Rasengan (A-Rank), and FRS (S-Rank).
- Kakashi already compared FRS Naruto to roughly himself (MS-less). At that time, his FRS was at best 50%.
- Naruto's Chou Odama Rasegan forced V1 Madara into upping his Susanoo. Yes, it was in collaboration with others, but very few jounins have jutsus that can do that.
- Naruto was dead equal to Sasuke in CQC. Then he was able to send him towards the waterfall with base strength alone.
- Also has decent speed, reaction, and body flicker.

Then there's him being years older, so logically he should have improve greatly.

What is base level ? are you trying to downgrade naruto again ?
It is like i say base uchiha = without eyes powers.
Please grown up, anything you equiped is ur own tool, doesnt matter if it is born with it or experienced through life, too bad for you that naruto didnt treat biju like a tool, but it is still considered as the tool OF naruto. Chunnin exam has confirmed it.
You can say prime or any timeline to compare, but base is like you trip of his own power ( because there is no thing called base , it is just normal body without any special )

Definitely Kage level. He has plenty of feats on base that require a crazy amount of chakra and he's done some strong jutsu while displaying some crazy strength too.

Note: the naruto that kicked the gudodama was sage mode naruto. Not base. Also, the naruto that countered Amaterasu was v1 cloak naruto not base.

Now, EoS naruto ( who has been a kage for years) is easily high kage level in base. He has a senju DNA arm, allowing for Mokuton. He also has a calm attitude and a level head .

However, differentiating between base naruto and Sage Mode of Six paths is pointless because he can enter it in a moment.

base naruto is practically = base Jiriaya with a little less variety.

hokage base naruto is potentially > Minato if he mastered hiraishin.

Depends on which Naruto you're talking about. War arc Naruto base should be high Jounin-low Kage. Kakashi said Naruto was equal or even surpassed him after Naruto fought Kakuza and that's when Naruto's FRS was about 50% conmpleted. His base skills improved after his SM training as he was fighting Bee's students who both are Jounin level and he surprised them both. A month or so took place between the Kage summit and the war then Naruto goes under some more training.

Current Naruto's base should be about 1 or 2 levels above Kage level or you can say he's on par with Hashirama and EMS Madara level. He has a large chakra reserve, Hashirama's cell boosting his stamina, and full Kurama's chakra to use with his shadow clones which gives him the ability to have insane growth speed beyond anyone else's. He can improve his Taijutsu, chakra control, weapon usage, Shunshin mastery, learn jutsus from all elements he have access to, his physical strength, knowledge, learn Jutsus/master abilities of the Bijuus, ect...
