And who said that Base Sasuke can beat Base Naruto? If you mean Base as in no Sharingan then obviously not. If you mean Base as in Sharingan then canon shows that Naruto only surpasses 2-tomoe VoTe Sasuke after entering KN0. Sasuke w/ a fraction of the curse's power was shown stomping Base Naruto into the ground.

Sasuke is saying his body is getting adapted to the CS's nature not that it is enchancing his base strength. The middle panel is Sasuke saying he can feel the power IN the curse mark. 2 diffirent things. If Sasuke doesn't have any large visible markings on his body then he isn't using CS's power nor is he being enchanced by it. It's like how if Naruto's eyes don't become slitted or he doesn't call out the Kyuubi, it doesn't mean Naruto is being enchanced by it's chakra. Before that part, Sasuke was in a form of Curse Form 1 and used his new found strength to punch Naruto away. That's why he was commenting about his strength/power.

Of course he could feel the power inside that doesnt change the fact that he said this right after knocking Naruto in the water. Naruto is even suprised by the demonic strength increase. Tead the WHOLE panel.

Sasuke became stronger due ti the seal and when released more power is available. His body is becoming stronger to ENDURE the seal.
